实有人口数据库管理现状分析及对策研究：

摘要

人是国民经济和社会发展的主体，人口信息作为重要政务信息资源，是各级政府进行科学决策和公共行政管理的重要依据。近年来，伴随经济和社会事业的快速发展，人口发展也进入了一个新时期，暴露出很多新问题，给社会公共管理带来很多新压力。人口管理的信息化适时而出，成为现代人口管理的发展趋势，为在战略上创新政府人口管理模式提供了很多新思路。

本论文采用理论研究和实例探索相结合的方法，通过数据库建设推进实有人口管理这一视角，从公共管理的角度，指出只有充分利用信息化手段，才能有效促进实有人口管理。论文采用了现状调研、问题分析、对策研究的逻辑架构，分析了实有人口数据库建设的整体发展，从现状出发，主要结合上海静安区实有人口数据库管理的实践，对区层面实有人口数据库管理中的矛盾进行分析，归纳了区级实有人口数据库管理在管理体制、共享模式、信息覆盖、应用服务、运行机制等方面存在的五类问题，分析了每个问题产生的客观原因和对政府公共管理和服务造成的后果，并针对每一问题提出一项有可操作性的对策建议。

ABSTRACT

As an important governmental information resources, Population information is an important gist of scientific policy-making and public administration management for government. In recent years, with the rapid development of economy and society, the development of population also come into a new time. A lot of new problem came up, which brought some many new pressure to publical administration management. Informationization is the trend of development for modern population management, which provide many new thought for innovation the pattern of population management for the government.

This paper uses the method unifying the fundamental research and the example exploration, through the angle of view that the database construction promoting population management points out that only using the informationization method, can promote the population management effectively. In this paper, I choice the logic construction of investigating and studying the present situation, analyzing qu

estions and researching countermeasure. The paper analyzed population database construction integral development. Embarking from the present situation, mainly unifies the Shanghai Jinan area population

management the practice, the paper carries on the analysis to the area stratification population data management 's contradiction. To the long-term dispersion, the building redundant project, the division of vertical and so on district level population data management present situation ,the paper try to put forward some solution countermeasures and suggestions.
