在贸易过程中，发送形式发票是出于形式需要，和传统的发票不同的是，形式发票不约束交易双方，且形式发票不需要包括每一个事项。形式发票的作用是，作为形式报价单或者是价格参考，并且使买家有能够进行一些初步的筹备工作，例如申请获取进口许可证，以及告知买家购买商品的需要付的总金额。 尽管形式发票不等同于商业发票，但是它包含的信息和商业发票在很大程度上是相似的。形式发票所包含的内容是，商品的描述，质量，价格，付款方式，发货时间等等，但是不包括卖家应履行的任何契约上的责任。销售合同的顺利旅行通常都是要建立在形式发票的基础上的。
