阜宁县位于江苏省沿海中部，县域面积1439平方公里，人口108万，辖14个镇和"两区一园"诗穷而后工（省级阜宁经济开发区、东益经济区、澳洋工业园）。阜宁古称黄浦，宋称庙湾，清雍正九年（1731年）建县，素有"江淮乐地"之称。近年来，坚持加快发展不动摇，全县经济、社
会建设取得了长足的进步，先后获得国家星火技术密集区、全国科技工作先进县、全国食品工业强县、全国肉类产量百强县、全国粮食产量百强县、全国劳务输出工作示范县、全国绿化模范县、国家一类生态示范区和江苏省计划生育示范县、社会治安安全县、生猪养殖第一县等称号。2009年6月，被评选为苏商投资中国6家"最具投资价值城市"之一。风电装备、光伏、粘胶纤维、机械电器、环保材料、煤盐化工等已成为全县主导产业。 Funing County lies in the middle coastal part of Jiangsu Province, with the area of 1439 square kilometers and the population of 1.08 million. There are 14 subsidiary towns, 2 Zones and 1 Garden (Funing Economic Development Area at provincial grade, Dongyi Economic Area, Aoyang Industrial Garden) in Funing County. Funing is called “Huangpu” in the ancient and “Miaowan” in Song Dynasty. In the 9th year of Yongzheng in Qing Dynasty (Year 1731), the county was set up accordingly, with the good name of “the happy land in Jianghua Area”. Recently, the economic and social construction of Funing County has made great progress at rapid speed. Funing County has won the titles of “National Spark Technology-Intensive Area”, “National Advanced County in S & T”, “National Strong County in Foodstuff Industry”, “National Top-100 County in Meat Output”,
“National Top-100 County in Food Output”, “National Model County in Labor Output”, “National Model County in Greening”, “National Grade-1 Ecological Demonstration Area”, “Jiangsu Model County in Family Planning”, “Jiangsu Social Security Model County”, “Jiangsu No. 1 County in Live Pig Feeding”, etc. On Jun, 2009, Funing County is highly praised as one of “6 cities with most investment value” for Jiangsu businessmen in China. The master industries in Funing County include wind-power equipment, PV, CV, mechanical electric equipment, environment-friendly materials, chemical engineering and so on.

江苏省阜宁经济开发区规划面积50.8平方公里，建成区20平方公里，由工业区、商贸区、港口区、服务区等组成，2002年4月经江苏省人民政府批准为省级经济开发区，已形成风电装备产业园、高新科技产业园、武进工业园、台湾工业园、上海工业园、科技孵化园、镇级区中园和物流配送中心等"七园一中心"的发展格局。现有进区企业300多家，拥有金风科技、协鑫集团、大亚集团、法尔胜股份公司、永盛集团等上市公司投资企业12家，富士通、三得利、瀚森等世界500强投资企业3家，外商直接投资企业磁卡原理60多家，机械电器、风电装备制造、光伏新能源等逐步成为主导产业。张伯伦2008年开发区实现业务总收入150亿元，财政收入5亿元，成为江苏省苏北地区投资政策最优、软硬环境最好、交易成本最低的区域之一。
Jiangsu Funing Economic Development Zone is with the planning area of 50.8 square kilometers, and the constructed area of 20 square kilometers. It’s made up of the industrial sub-area, the business sub-area, the ports sub-area and the service sub-area. On Apr 2002, it’s approved as the economic development at the provincial grade by the People’s Government of Jiangsu Province. Now, the development layout of “7 Gardens and 1 Center” has formed accordingly, including the Wind-Power Equipment Industrial Garden, the High-Tech Industrial Garden, Wujin Industrial Garden, Taiwan Industrial Garden, Shanghai Industrial Garden, T & S Industrial Garden, Industrial Garden for Town Enterprises and Logistics Center. Now, there are over 300 enterprises entering the Zone, 12 nos invested by the exchange-listed companies including Jinfeng Science & Technology, Xiexin Group, Daya Group, Fa’ersheng Stock Company, Yong Sheng, etc; 3 nos invested by Top 500 of Fujitsu, Suntory and Hanson; and over 60 nos invested by the foreign businessmen directly. The industries of mechanical electric appliances, wind-power equipment manufacturing and new energy have become the leading industries. In 2008, the total business income of the Zone was as much as RMB 15 billion Yuan; and th
e fiscal revenues was as much as RMB 0.5 billion Yuan. Altogether, the Zone has been one of the zones with most preferential policies, best soft and hard environment and lowest business cost in northern Jiangsu Province.

江苏阜宁风电装备产业园位于江苏省阜宁经济开发区核心区，规划面积6平方公里，按照"总体规划，分步实施，产业集聚，功能分区"原则编制规划，形成4平方公里装备制造区、0.3三一学校平方公里科技研发区、0.7平方公里生活服务区和1平方公里港口物流区的"一园四区"功能布局。
Jiangsu Funing Wind-Power Equipment Industrial Garden lies at the core area of Jiangsu Funing Economic Development Zone, with the planning area of 6 square kilometers. The Garden is planned based on the principle of “to plan on the whole, to carry out step by step, to gather industries together, and to separate the sub-zones with different function”.
Then, the layout of “1 Garden & 4 Districts” would be formed accordingly, including the equipment manufacturing district with the area of 4 square kilometers, the S & T researching and developing district with the area of 0.3 square kilometers, the life service district with the area of 0.7 square kilometers and the port logistics area with the area of 1 square kilometers.
园区产业定位是江苏沿海地区风电机组重要部件的生产和研发中心。围绕叶片、塔筒、齿轮箱、轴承、锻铸件、控制系统等6大部件，招引上下游产业链项目，到2011年，把产业园建成满足中国东部沿海需求，兼顾国际市场，设施完备，功能齐全，中国一流的百亿风电装备制造基地。目前，汉德叶片、神山塔筒、辰风树脂、中水投法兰等一批重点项目已先后落户。2009年7月，产业园被正式命名为"江苏阜宁风电装备产业园"，成为江苏沿海第一家省级风电装备特产业园区。
The Garden aims to be the designing, developing and manufacturing center of the important parts for wind-power generating sets in Jiangsu coastal area. It would like to introduce the projects connected to 6 major parts including impeller, tower tube, gear box,
bearing, forging and casting parts and control system. Then in 2011, the Garden would be the first-class manufacturing base for wind-power equipment with the completed function and facilities, and satisfying the requirements at east coastal area. At present, there have been a group of important projects including Hande impeller, Shenshan tower tube, Chenfeng resin and Zhongshui Flange. On Jul 2009, the Garden has been named as “Jiangsu Funing Wind-Power Equipment Industrial Garden” formally, which is the first garden at provincial grade specializing in wind-power equipment at Jiangsu coastal area.
