摘要
第二次世界大战之后，战后重建工作在当时成为众多国家所面临的最重要的问题，难民安置，战后重建成为当时国际发展援助的主要工作内容，也使得国际发展援助一度成为此时国际经济合作的最主要的形式。在这一时期，以联合国和世界银行相继成立为标志的国际多边援助形式的援助机构，以美国的马歇尔计划和第四点计划为代表的国际双边援助形式的援助，以英国牛津饥荒委员会（简称乐施会，Oxfam）和国际关怀组织（CARE International）为代表的国际人道主义援助，共同奠定了大规模制度化国际发展援助行动的基础。迄今为止，国际发展援助已经发展得颇为成熟，对国际发展及促进发展中国家经济社会的发展过程中，有着不可忽视的重要作用。 近现代以来，国际发展援助体系发展成熟。并且随着援助主体，援助形式，援助规模的不断发展，国际发展援助的领域也不断扩大。国际发展援助行动所涉及的问题也越来越多，越来越复杂。近些年在对受援国的经济社会发展程度作出统计后，国际社会对于国际发展援助效率的关注程度也不断加深。一项援助是否切实可行，其实行的过程中会出现什么样的风险，援助最后能达到什么样的效果，这些都成为在进行一项援助前必须考虑的问题。
如何系统规范的实施国际经济援助，避免“好心办坏事”，“虎头蛇尾”等情况出现，使国际发展援助发挥更大的效用，国际发展援助是否是有条件的对其效果有无负面影响，这些更是国际发展援助发展到今天所必须解决的问题。 本文通过对一系列国际发展援助的历史，发展以及影响进行历史因果逻辑分析，以实践的得出理论，理论联系实际，同时运用SWOT分析以及计量经济模型，分析附条件的国际发展援助与援助效率之间的关系，从而得出结论，提出并解决问题。 关键词：国际发展援助：官方发展援助：有条件援助：无条件援助：援助效

During this period, the United Nations and the World Bank have been established as a symbol of international aid, the Marshall of the United States and the fourth point of the plan represent for the international bilateral aid. The Oxford Committee (Oxfam, Oxfam) and CARE (CARE International) on behalf of the international humanitarian assistance, which build the basis of a large-scale the institutionalization international development aid operations. So far, the international development assistance has developed quite mature, it play an important part on promoting international development and the economic and social develop process of the developing countries.
Since the modern times, along with the international development assistance system developed, more and more forms of assistance, the continuous development of the scale of assistance, the field of international development assistance is also expanding. The issues involved in international development aid action also become more and more and more complex. After the total statistics on the extent of the economic and social development of recipient countries in recent years, the international community even more concerned about the efficiency of international development assistance. Whether an aid is practicable or not, is there will exist what kind of risks in the process of implementation, does the aid will be able to achieve what effect finally, all above issues must be considered before performing an aid.
