哈罗德·拉斯基的民主社会主义思想研究

摘要

拉斯基是20世纪初英国著名的政治家、思想家、教育家，是英国工党的杰出领袖，是民主社会主义思想的重要代表人物。20世纪上半叶，整个世界发生了翻天覆地的变化。一边是西方资本主义社会面临着深刻的民主政治危机，法西斯势力不断崛起，而与之形成鲜明对比的是苏联社会主义国家的发展欣欣向荣。

上海化工设计院在这种时代背景下，拉斯基对资本主义进行了深刻的剖析及批判，提出了他关于未来理想社会发展的构想。拉斯基期望资产阶级做出妥协让步，通过和平的改良措施，发动一场“同意的革命”，使国家由“消极国家”转变为“积极国家”，由“警察国家”转变为“社会服务国家”，其所设想的理想国家的蓝图便是经济平等、政治民主的“计划化的民主社会”。拉斯基的思想对后续英国工党、西欧社会民主党的理论政策、实践发展都产生了深远的影响。

拉斯基的民主社会主义思想尽管在一定程度上符合了英国的发展实际，但究其本质，拉斯基的民主社会主义思想只不过是为了维护资产阶级的利益，维护英国资本主义制度，始终跳不出欧洲改良主义的框架。他企图通过资产阶级的妥协退让来实现“同意的革命”只不过是幻想，所设想的理想国——“计划化的民主社会”也不可能实现。拉斯基不是真正的马克思主义者，其民主社会主义思想与科学社会主义有着本质的区别。

Laski is a famous British politician、ideologist and educator in the early20th century.He is an outstanding leader of the British Labor Party and an important representative of the democratic socialism.The world changed dramatically in the first half of the20th century.Western capitalist society was faced with the profound democratic crisis and the Fascists was on the rise.While in stark contrast,the Soviet Union was flourishing.

Under the background of this era,Laski conducted a profound analysis and criticism of capitalism and put forward his conception of the future ideal society development.Laski expected the bourgeoisie to make compromise,and to launch an "Agreed Revolution"through peaceful measures so as to transform the state from "negative state"to"positive state"、from"police state"to"social service state".The blueprint of the ideal country envisioned by Laski is a"Planned Society"of economic equality and political democracy.Laski's democratic socialism has made a far-reaching influence on the political theory and practice of the British Labor Party and the Western European Social Democratic Party.

Laski's democratic socialism was in line with the prevailing conditions of the Britain,however,the essence of its democratic socialism is only a reformism to safeguard the interests of the bourgeoisie and to maintain the capitalist system.Laski attempted to achieve the"Agreed Revolution"through a compromise of the bourgeoisie is nothing but an illusion.The envisioned ideal country——a"Planned Society"can not be realized either.Laski is not a true Marxist,and his democratic socialism is essentially different from scientific socialism.
