摘要
从19世纪70年代到第一次世界大战前夕，德国经历了崛起、强大、最终发动第一次世界大战的历程。德国虽然相对欧洲其他国家实现统一比较晚，但它却在短短四十年间实现了快速崛起，并一跃成为困 扰欧洲的巨大力量。这与德国1871年建国以后采取的对外政策是密不可分的。
19世纪后半期，德国通过三次王朝战争在1871年实现了国家的统一，为了能够使新生的国家生存和发展下去，根据当时的国内外环境，德国采取地区守成的外交政策，利用欧洲各国间的矛盾，与欧洲主要国家签订盟约，采用各种手段使其他国家进入到自己的大陆同盟体系当中。为防御宿敌法国的报复，德国纵横捭阖，先后与奥匈帝国、俄国、英国、意大利、罗马尼亚等欧洲国家签订攻守盟约或中立协定，这些共同形成以柏林为中心辐射开来的欧洲大陆同盟体系。
欧洲大陆同盟体系的最终形成是特定历史条件的产物。首先，德国统一后的国内形势是这一体系得以形成的内部根源。其次，当时欧洲复杂的国际形势和德国自身地缘政治因素是其外部根源。最后，欧洲大陆同盟体系得以组建仍是源于均势的考虑。
德国构筑的欧洲大陆同盟体系为德国营造了一个相对稳定的国际环境，帮助德国实现了快速崛起。以史为鉴，当今中国的境遇和当时的德国有很大的相似之处，中国也有众多的邻国，处在不利的地缘政治环境中，在国家统一后，国家实力得到了快速提升。对于以后如何处理好与其他国家的关系，如何谋取更大的发展空间，德国崛起过程中的对外战略和外交行为给正在崛起中的中国提供了有意义的启示。

Abstract
From 1870s to the eve of the First World War, Germany experienced a rise of powerful, and ultimately to launch the course of World War .Germany relative to other European countries to achieve reunification relatively late, But it is to achieve a rapid rise in the short span of four decades,and Became great power to plagued Europe. This is inextricably linked with the foreign policy taken by Germany after the founding in 1871.
边界效应The latter half of the 19th century, Germany achieve the reunification of the country through three dynastic wars in 1871, in order to made the new country survival and development, according to the prevailing domestic and international environments, Germany to take the foreign policy of area conservative,use the conflict between European countries,signed the covenant with the major European countries，made other countries into the continent alliance system using a variety of means. In order to defense enemies French revenge, Germany has signed offensive and defensive Covenant or neutrality agreements with Austria-Hungary, Russia, Britain, Italy, Romania and other European countries, these together form the European continent alliance system with berlin as the center.
The final formation of the Europe an continental alliance system was a product of specific historical conditions .First, the domestic situation after the reunification of Germany is the internal root of the system formed. Second, the complicated international situation in Europe at that time and Germany's own geopolitical factors ware its external roots. Finally, European continental alliance system set up is derived from the balance of power considerations.
