美国情报战略体系解析

摘　要　[目的/意义]研究美国情报战略体系，既有助于从整体上认清美国情报战略体系及其在国家安全战略体系中的地位，为我国情报战略体系构建提供有益借鉴和参考；又有助于加深对当前及未来一段时间美国情报工作及情报力量建设重点的认识，提升我国在情报领域斗争中的防范意识㊂[方法/过程]采取文献研究法，对美国现已出台的情报战略进行分析；并运用系统方法，将各情报战略作为一个相互联系㊁相互作用的有机整体加以考察㊂[结果/结论]美国情报战略体系在辅助决策者制定国家安全政策㊁支持国家安全行动㊁推动情报力量建设等方面起到了积极作用㊂但其目前仍处于优化调整阶段，有待进一步完善㊂

Interpretation and Analysis of U.S.Intelligence Strategies System Construction

Abstract [Purpose /Significance ]Research on the construction of U.S.intelligence strategies system contributes not only to the under⁃standing ,in general ,the methods employed to establish U.S.intelligence strategies system and the role it plays in the U.S.national secu⁃rity strategies system ,but also deeper cognition of the focus of current and future U.S.intelligence effort and buildup in order to sharpen our sense of defense in the intelligence field ;[Method /Process ]Text research is employed to analyze the U.S.intelligence strategies al⁃ready published ;and systematic means is introduced here to take all available intelligence strategies as an interrelated and interacted whole to study the U.S.intelligence strategy system construction.[Result /Conclusion ]The established U.S.intelligence strategy system has a positive impact on centralized coordination of intelligence effort and buildup ,but it is still at phase of adjustment ,requiring further im⁃provement.天净沙秋思赏析

报㊁信息共享㊁网络空间㊁人力资本等多个领域，初步构

建了层次较为清晰㊁结构相对完整的情报战略体系㊂这在一定程度上对美国情报力量的发展㊁运用和协调进行全局性统筹指导，起到了积极的促进作用㊂可以说，美国情报战略体系构建是美国在情报领域实施全面集中统筹的新尝试，是实施全局性战略指导㊁把握情报工作和情报力量建设方向的新方法和新工具，体现了美国前沿的情报战略思想，为推动美国情报发展做出了新的贡献㊂1　美国情报战略体系的概念战略体系是由不同层次㊁不同类型㊁不同领域的
