一周立波秀2011All couples will now be allowed to have two children
含泪劝告 China has decided to end its decades-long(数十年之久的) one-child policy. All couples will now be allowed to have two children, the state-run(国家的) news agency said, citing a statement from the Communist Party(共产党).The controversial (充满争议的)policy was introduced nationally in 1979, to reduce the country's birth rate and slow the population growth rate. However, concerns at China's ageing population(人口老龄化) led to pressure for change. The one-child policy is estimated to have prevented about 400 million births since it began.鄞州区建设局 Couples who violated(违反) the policy faced a variety of punishments, from fines and the loss of employment to forced abortions(被迫流产). The Communist Party began formally relaxing national rules two years ago, allowing couples in which at least one of the pair is an only child(夫妻单独一方为独生子女的) to have a second child.
