摘要
医疗腐败问题已经成为当今社会各界关注的热点问题。各种医疗腐败现象频频见诸报端，在一件件令人愤慨和心痛的案件背后，各方开始思考医疗腐败 带来的危害，并探讨医疗腐败的根源及控制办法。
讨论医疗腐败，必须在社会医疗保险制度日益完善的大背景之下。“全民医保”是我国社会保障事业的一个既定发展目标，当前我国在制度上已经搭建起 “全民医保”的框架，参保人数量也在不断增加。“人人享有医保”的提出，就
是为了保障每个公民在患病时获得基本医疗服务的权利，保证每个人都能免除
疾病带来的恐慌。然而，在我国社会医疗保险制度日益推进和完善的同时，医
疗腐败如同一颗毒瘤时刻威胁着社会医疗保险制度的运行。医疗腐败不仅侵蚀
着医疗保险基金，而且也加重了百姓的就医费用，影响着百姓的身体健康。可以说，医疗腐败严重阻碍着社会医疗保险制度目标的实现。
本文将医疗腐败归纳为三种表现形式，即收受药品及医疗器械回扣、收受或索要患者红包以及医院骗保。本文深入剖析了这三种医疗腐败形式下相关行
为主体的腐败动机，并运用寻租理论建立数理模型，对医疗腐败造成的资源浪
费进行量化。本文研究认为，公立医院补偿机制不合理、政府对公立医院的价 格管制、信息不对称是导致医疗腐败的昀主要原因。相应地，在控制机制方面,
本文提出如下建议：其一，改革公立医院的补偿机制，推进医药分开；其二, 鼓励社会资本发展医疗卫生事业；其三，建立医疗保险信息披露制度。此外, 加大医疗腐败的惩戒成本、加强医风医德建设，均有助于治理医疗腐败。
昀后，文章在结尾处交代了一些有待深入讨论的问题。

Medical corruption has become a hot topic in our society. All kinds of medical
corruption are reported by newspapers, which make us feel indignation and heartachePeople start to ponder the harm medical corruption brings about, and discuss the root
and control means of medical corruptionThe discussion about medical corruption must be under the big background that
medical insurance system for all members consummates day by day. All the people
have medical insurance is a target for our social security cause, and
the frame of
system has already been established at present. The target of building medical
insurance system for all members is in order to provide medical service for each
citizen when they need, and guarantee each people can avoid the panic which diseaseunder age10 years old
brings. However, medical corruption is like a malignant tumor which threatens the
society medical insurance system. Medical corruption is not only corroding the
medical insurance fund, but also aggravate the expense for common people to go see
a doctor, which affects people's health. It can be said that, medical corruption is
seriously hindering the realization of the goal of medical insurance systemThis paper hold medical corruption has three kinds of manifestations, namely the
drugs sales commission, receiving or asking for red package from patients, as well as
the cheat of hospitals. This paper thoroughly analyzes the corruption motives under
the three forms, build models using reeking theory, and point out the quantity of
wasted resources because of medical corruption. This article believes that, the
unreasonable compensation mechanism for hospitals, the price control of
government on public hospitals, and asymmetry information are main causes for

forward the following proposal. First, a reasonable compensation mechanism for
public hospitals should be established. Second, social capital should be encouraged
to develop health cause. Finally, disclosure system of medical insurance should be
