1.MARKETING STRATEGY
I.CHINA VALVE MARKET
Demand for industrial valves in China is projected to rise 11.5 percent per year through 2011 to RMB79 billion (~USD12.0 billion) – Source: Freedonia Industrial Valve in China. Gains will be driven by rapid growth in process manufacturing, public utilities construction and general construction activity as China continues its process of industrialization and urbanization.
Middle- and low-pressure valves make up 75% of the entire valve market in units and are used by every sector of the Chinese national economy. There are a large number of producers, with almost all valve manufacturers producing general service valves.
Though with lower performance and quality, China's general valves have a significant price advantage, particularly in general middle- and low-pressure valves, because of the abundance of Chinese valve manufacturers and the intense market competitiveness. Price is often the main competitive lever for enterprises producing general valves with low engineering specialty content. II.INTRODUCTION
A simple positioner is required to address the low functionality segment of the Chinese market
which requires simplicity, reliability, performance and value. Additionally, it can be offered where the prices of the control valves are lower resulting in the instrument accounting for a significant portion of
the total assembly price (e.g. small size standard valve). This targeted market is commonly referred to as General Service applications. These applications warrant an easy to use positioner that can be easily installed, commissioned and left to work reliably. Performance is important but reliability is demanded. In these applications, diagnostics are generally less important.
The 3800SA is introduced solely for the price sensitive Chinese general service market. The increasing trend and prolific use of smart instrumentation in general service type valve is evident over the years. Today, general service control valve suppliers use Siemens, ABB and Samson positioners and these valve packages have been widely accepted by Chinese customers. Digital valve positioners increasingly found their use with customers who continue to require low price, low functionality, and digital upgrades for older P/P and I/P technologies. Almost all project specifications today require smart positioners as a minimal entry requirement.
The introduction of the 3800SA is in-line with the Emerson mid-tier ‘China for China’ strategy which serves to:
•Maintain  and  grow  Fisher’s  market  share,  particularly  in  the  low functionality market •Protect the value of FIELDVUE Instruments and its diagnostic tiering strategy
•Counter competitor advances in the low to mid tier segment
•Move traditional I/P technology based instruments to digital
The mid-tier 3800SA positioner offers less diagnostic capability but still meets operational needs of the price sensitive Chinese customer. The 3800SA lends itself well with its design robustness and award winning product features such as local language, linkageless feedback, position transmitter/limit switch function and local user interface.  It should be noted that we do not want customers to relate the 3800SA with the DVC2000.
III.MARKETING AND BRANDING
The 3800SA will not be marketed as a FIELDVUE instrument but as a Fisher brand positioner.
This is a deliberate move to avoid the erosion of the FIELDVUE branding that has come to be synonymous with high tier, advance diagnostic features that this brand commands.
The 3800SA will be marketed with the use-and-throw concept in mind. Neither technical support nor component replacement will be available to the users.
IV.PRODUCT DESCRIPTION
The key components of the 3800SA include:
Housing - The aluminum enclosure is designed to withstand the toughest process environments.
The IP66 and NEMA 4X rated enclosure are standard.
Single Acting Relay - The 3800SA is available as single acting only.  There are two different relays, depending on the supply pressure range being used.  The two ranges are 1.3 to 3.3bar (20-
49 psig) and 3.4 to 7.0 bar (50 to 100psig).
Main Board - Electronic circuitry is conformal coated. A sensor measuring motion of the relay is used for minor loop feedback.
I/P Converter -  I/P technology provided high vibration resistance and consume little power.

Terminal/Sensor Board – This board contains the wiring terminations as well as the non-contact posit
ion sensor. An optional board can be installed which provides the addition of a 4-20mA position transmitter and two (2) limit switches.
Mounting – 3800SA are designed for easy mounting on any pneumatic actuator. The GX mounting is integral to the actuator yoke with internal air passages in the air-to-retract (fail closed) position.
A significant proportion of the general service market has no requirement for the positioner to be
able to communicate, hence the 3800SA will only be offered in the auto-calibration (AC) tier with no HART communication capability. Since device communication is not enabled, other device protocols such as Fieldbus and Profibus are not available. In addition, the unit will not be available for upgrade to other tiering structure such as HC, AD, PD and SIS.
Chinese (Simplified) labeling, documentation, local user interface language is available with the 3800SA.
The 3800SA is available with the following 3rd party approval certification:

V.DISTRIBUTION
The 3800SA will be mounted only to Fisher valves direct from Fisher factories. Sale of standalone instrument are not permitted or for use in competitor valve mounting. Current Fisher OEMs are not allowed to purchase the 3800SA for resale or competitor valve mounting.
The focus of the 3800SA development is in the general service valves sector. General Service valves are widely used  in process media such as water, steam, oil and gas which includes NPS ½ to 6 standard globe, V-ball or butterfly control valves up to ANSI Class 300, carbon steel and stainless steel body material.
