1.1 获证组织的权利和义务
The rights and obligations of the supplier/organization
a) 获证组织的权利The rights of the supplier/organization
——获证组织可按本文件有关规定，使用赛瑞颁发的认证证书和标志，宣传其认证资格；
Upon the provisions of this document, the supplier/organization use the certificate(s) and mark(s) issued by Seri and publicize their certification qualification.
——获证组织可要求获取最新版本的《认证证书及标志使用规则》文件；
The supplier/organization is entitled to apply to the latest “The Access Rules of Certificates and Marks”.
——对赛瑞发出的误用证书和标志的更改通知，可发表意见，以保护自身利益。
In order to protect own interests, the supplier/organization is entitled to submit comments on Seri change notice of certificate and mark’s misusage.
b) 获证组织的义务The obligations of the supplier/organization
——始终遵守认证规范和本文件的有关规定。
Adhering to the certification regulations and the relevant provisions of this document consistently;
——正确的使用认证证书和认证标志。
Using the certificates and marks correctly;
——获证组织应及时向赛瑞报告其对管理体系拟实施的更改或其他可能影响其符合性的更改，如管理
手册的更改、组织机构的调整、中心地址的变更等，以便认证机构能掌握最新的变更信息，未能提供这些变更信息的将被视为对认证证书的误用，并按本规则采取相应措施。
The supplier/organization shall notify Seri of the changes of management system and the other changes which possibly affect conformance, such as management manual’s change, organization’s adjustment, central address’s change and so on. In this way, certification body is convenient to master the latest changing information. If these changes are not provided, it would be considered the certificate’s misusage and Seri would take actions according to this document.
——获证组织应及时向赛瑞报告重大的顾客投诉、重大的产品质量事故、安全事故和/或环境污染事故。获证组织应建立处理顾客和相关方投诉的程序并保留其处理记录。
The supplier/organization shall timely notify Seri of the major customer complaints, significant product quality accident, major security accident and (or) the environmental pollution accident.
They shall establish the procedure to handle complaints from customers and interested party as well as remain the treatment records.
——及时缴纳认证有关费用。Pay the relevant expenses of certification timely.
1.2 赛瑞的权利和义务The rights and obligations of Seri
a) 赛瑞的权利The rights of Seri
——对认证证书和认证标志拥有所有权；
The ownership of certificates and marks;
——制定管理体系认证证书和认证标志的使用规则；
Establishing the service regulations of certificates and marks of management system;
——通过定期的监督审核和必要的不定期抽查（如：获证组织出现重大的顾客投诉、重大的产品质量事故、安全事故和/或环境污染事故），持续验证组织对法律法规的符合性；
V erifying the supplier/organization’s compliance with the policy and regulations constantly by periodi
cal surveillance and irregular selective examination (such as the complaints, the significant product quality accident and the environmental pollution accident);
——对误用或错用认证证书和认证标志有权采取必要的措施予以纠正，直至撤销认证和采取其他法律手段。
Seri is entitled to take necessary actions to rectify for the misusage of certificates and marks until withdrawing the certification and using other legal means;
b) 赛瑞的义务The obligations of Seri
——对所颁发的认证证书在认证范围内的管理体系对特定标准或其他引用文件的符合性负责；
Seri shall be responsible for the compliance of the management system within the certification scope for the issued certificate against the special criterion and other reference documents.

—按规定公开发布获证组织名录，包括获证客户名称、相关的规范性文件、认证范围、地理位置或多场所认证的范围内的总部和任何场所的地理位置、证书状态、获证日期、证书编号等；
Upon the provisions, Seri shall publicly issue the supplier/organization’s directory which includes the client’s name, relevant normatives, certification scope, location or the headquarters and any site within the scope of multi-site certification.
——告知获证组织认证证书和认证标志可使用的范围、地点，声明认证证书只能用来证明获证组织在认证范围内的管理体系符合了特定的标准或其他引用文件；
Seri shall notify the applicable scope and location of the certificates and marks to the supplier/organization and state that the certificate is only used to prove the supplier/organization’s management system within the certification scope conform to the special criterion and other reference documents.
——通过对获证组织的监督和复评来验证认证范围内的管理体系对特定标准或其他引用文件的符合性，从而确认认证证书的持续有效性；
Seri shall verify the management system’s compliance of the special criterion and other reference do
cuments within the scope by surveillance and recertification so as to conform the certificate’s continual effectiveness.
——当认证要求发生变更时，及时向获证组织发出正式的通知，并充分考虑各利益方意见，商定具体行动，从而确认认证证书的持续有效性。
When certification requirement changed, Seri shall issue a formal notice to the supplier/organization and take a full consideration to all suggestions of every interested party, and determine the specific actions to ensure the continual effectiveness of certificate.

3 认证证书及标志的使用The use of certificates and marks
3.1认证证书及认证、认可标志的使用范围：
The application scope of the certificates and marks of certification, accreditation:
a) 在信封、信笺、牌匾、广告和有关宣传材料上影印认证证书和认证、认可标志；
Printing the certificate and the marks of certification, accreditation and mutual recognition on the envelope, stationery, tablet, advertisement and relevant publicizing materials;
b) 在对外的各种交往中展示认证证书和认证、认可标志。
Displaying the certificates and the marks of certification, accreditation and mutual recognition on the occasion of various external exchanges;
3.2 获证方不可使用认证证书和认证、认可标志的范围：
The scopes that the certified party shall not use the certificate and the marks of certification, accreditation:
a) 认证标志、认可标志不可直接用在产品或消费者可见的产品包装上，不可使人误认为对获证组织的特定产品或服务进行了批准；当实验室检测、校准或检查的报告作为受审核方的产品时，认证标志、认可标志不可在其上使用。否则，赛瑞认证将依据相关法律法规主张自己的权利。
Certification Mark, accreditation mark cannot be used on the product or products primary packaging that can be seen by consumers,and can not mislead the people think that the certified organization’s special products or service be approved; The marks are not permitted to be applied to laboratory test, calibration or inspection reports, as such reports are deemed to be products in this context, otherwise, our company shall claim our rights according to related laws and regulatory.
b) 不可不带声明用在产品外包装或产品标签上。只有经赛瑞依据《认证认可条例》及相关认可规范要
求，对获证组织的使用方案备案审核后，才可以有条件地使用在产品的包装(不会到产品的最终用户手中，如：只是用于运输产品的大包装箱)或广告等上；
Certification mark, accreditation mark, mutual recognition mark and marks shall not be used on the product outer package and product label without statement. Only after Seri conduct an audit to the supplier/organization’s appliance scheme according to the “Certification Accreditation Rule”, they would be used on the products package (cannot reach the end user,
< only used on the big packing case of transport products) or advertisement.
c) 不可转让、借用和出售证书和标志；No transferring, lending and selling.
d) 不得暗示认证适用于认证范围以外的活动。
Do not imply that the certification is applicable to the activities beyond certification scope.
3.3 赛瑞认证标志和认可标志的使用Use of certification mark of Seri and accreditation marks
a) 赛瑞获得的认可标志必须与赛瑞认证标志合并使用，不可单独使用，且赛瑞标志的尺寸不可大于认可标志尺寸；
The accreditation marks of Seri shall be used in conjunction with Seri certification mark and they cannot be used individually. In addition, the size of Seri mark shall not be bigger than the size of accreditation mark;
b) 认证标志和认可标志必须与组织的名称、地址同时使用；
Certification mark and accreditation mark shall be used concurrent with the organization’s name and address;
c) 认证标志和认可标志必须印在清晰的背景下，包括所有的边界线使用鲜明的彩印刷；
Certification mark and accreditation mark shall be printed on the clear settings including all “border lines” in the predominant color of the letterhead or printing.
d) 赛瑞获得的认可标志和赛瑞认证标志只允许使用赛瑞所提供的标准认证认可标志（根据认证组织需要，赛瑞可以提供其标志的电子版）。当获证组织在使用ANAB或CNAS认认可标志时，其基本颜只能是是蓝或黑复制（PMS2935或等同）。获证组织可根据赛瑞提供的图样按比例放大或缩小，任
何尺寸的标志都必须清晰可辨，但不得将其变形使用。
Our company’s accreditation mark and our certification mark are only allowed to be used as the marks provided by our company (our company shall provide the electronic marks as per certified organization request). The certified organization can reproduce the ANAB or CNAS certification marks in black or in blue（PMS2935 or equivalent）. The certified organization Should use the provided mark in proportion to enlarge or reduce, the mark must be clear and distinguishable, cannot be used with deformation.
3.4 对获证组织使用各类认证证书和标志的监督检查
