【摘要】食品加工环节是食品安全监管的重点和难点，食品生产加工小作坊更是食品安全监管难点的难点。淮阳县食品生产加工小作坊存在问题是规模小，加工设备简陋；质量意识不强，素质亟待增强；监控手段乏力，检验人员素质低；科技含量不高，高附加值产品少。解决县城食品生产加工小作坊的问题，要明确落实责任；健全监管档案；签定承诺书；加大巡查力度；严格查处工作；强化帮扶力度；提高消费者安全意识。 【关键词】淮阳县；食品生产加工；小作坊；问题；对策
