摘要：20世纪80和90年代，面对半导体芯片生产技术、产品质量、市场份额被日本全面赶超的困境，美国通过调整半导体芯片产业发展方向、实施SEMATECH计划、加强对日贸易限制、加强政企协同创新等措施，迅速实现了半导体芯片技术产业对日全方位反超。文章重点分析了美国半导体芯片技术产业复兴的体制机制、组织模式、政策措施方面的经验，以期为我国突破半导体芯片等领域的关键核心技术，提供参考和借鉴。

Abstract： In the 1980s-1990s， facing the dilemma of semiconductor chip production technology， product quality and market share being overtaken by Japan in an all-round way， the U.S. quickly achieved a comprehensive overtaking of the semiconductor chip tec

hnology industry against Japan by adjusting the development direction of semiconductor chip industry， implementing the SEMATECH plan， strengthening trade restrictions on Japan， and strengthening the collaborative innovation between government and enterprises. This paper focuses on the analysis of the institutional mechanism， organizational model and policy measures of the revival of the semiconductor chip technology industry in the United States， in order to provide reference for China to break through the key core technology in the field of semiconductor chips.
