近二、三十年来，国际服务贸易迅猛发展，对服务贸易的研究也日趋完善，但是在整个经济学领域里来看，关于服务贸易的研究仍然是比较新的课题。回顾服务贸易的研究成果，主要有两个方面：其一是关于国际服务贸易的纯理论的研究，就是把传统的货物贸易理论，如“比较优势理论”、“规模经济理论”加以适应的修改运用于服务贸易。；其二是关于服务贸易政策以及服务贸易多边谈判体系的研究。多边谈判体系及政策的研究理所当然是在 WTO（世界贸易组织）/GATS（服务贸易总协定）下进行的，并与各国政府的政治、经济政策紧密相连，因此，对于这方面的研究是相当复杂的。
世界服务贸易的发展过程中出现了一些新特点，同时世界产业结构也正向着服务业倾斜，中国在这个历史时期加入世贸组织使得研究我国服务贸易发展尤为重要。服务贸易的发展有利于中国吸纳就业、吸收外资、促进产业结构调整与技术进步，由此说明发展服务贸易是促进经济发展一条出路。但是，中国的服务贸易存在着许多问题，最主要的是知识、资本密集的服务业及服务贸易很不发达。这些问题会给中国服务贸易的发展乃至经济发展造成很大的困难。有鉴于此，作者力求在 GATS 框架下，在经济发展前提下，努力寻发展中国服务贸易的策略。本文主要从四个方面进行论述：第一部分，主要分析了 GATS 有关规定与中国对服务贸易的开放承诺。首先阐述了 GATS 产生的背景、主要内容及基本原则。接下来分析了中国入世议定书中的服务贸易减让表与中国的服务贸易承诺。
第二部分，主要分析我国服务业及服务贸易近年来的发展历程及目前的发展情况，为接下来分析我国服务贸易存在的问题奠定基础。
第三部分，在上一章的基础上具体分析了我国服务贸易在发展过程中显现出来的一些问题。
第四部分，分析了促进我国服务贸易发展的对策，目的在于针对问题提出解决方案。是作者通过前面一系列分析得出的结论。文章主要从宏观层面上，从战略和战术

GATS框架下中国服务贸易现状及发展对策分析
Abstract
Since trade in services has developed rapidly in last 30 years, the research of service trade is much more consummate than before. But as to the whole economic field, the study on trade in services is still a new problem. Studying trade in services is sure to start from two respects. First, study the pure theory of trade in services, that is making some probable changes of the traditional trade in goods theory, (such as“Comparative Advantage Theory” and “Scale Economic Theory”), and then using them into the trade in services. Second, study the multilateral negotiation system of trade in services and service trade policy under GATS. Undoable, the studies on multilateral negotiation system and policy of service trade are carried on under WTO/GATS, which are closely linked with politics of various governments, as a result, the research on it is quite complicated. When trade in services appears some new characteristic, at the same time world industrial structure swifts towards the service industry too. Study on trade in services is very important since China has entered the WTO in the historical period. The development of service trade helps China obtains employment, absorb foreign capitals, promote industrial structure adjustment and technological progress. So, developing trade in services is an outlet to develop economy. However there exist a lot of problems in services trade, the main one is that “knowledge and capital intensive” service trade are very undeveloped. These questions will cause
great difficulty to development of China's trade in services, and even economic development. In view of this, the author make great efforts to look for the tactics of developing China's trade in services under GATS, and on the premise of economic development. This text analyzes the strategy mainly from four parts as follows: Part 1: Analyses some rules of GATS and the promises in trade in services of China. First analyses the background、main content and the bases of GATS. And then analyses the Chinese trade service promise.
