Approval of a Works for the Manufacture of Steel Pipes and Tubes
1 Introduction
1.1 Application for approval
1.1.1 In order that consideration may be given to approval of a works for the manufacture of steel pipes and tubes, the local Surveyors are to submit a report to Materials and NDE Department, giving the information listed in Sections 2 and 3 together with the results of approval tests carried out under their survey.
1.1.2 The names of approved works will appear in LR's List of Approved Manufacturers of Steel Pipes and Tubes which is published on the intranet.
1.1.3 Approved works will be subject to periodic inspection (see Procedure 1-1).
1.2 Scope
1.2.1 The procedure applies to works manufacturing seamless and/or welded steel pipes and tubes.
1.3 Related Rules
1.3.1 LR's Rules and Regulations for the Classification of Ships (hereinafter referred to as the Rules for Ships).
1.3.2 LR's Rules for the Manufacture, Testing and Certification of Materials (hereinafter referred to as the Rules for Materials).
2 Information required for approval认可要求资料
2.1 Product details产品详述
2.1.1 The manufacturer is to provide the following product related details:制造商应提供下列与产品有关的详细资料。
(a) Name and address and brief
statement of background indicating
whether the works is new or long
established.工厂名称、地址和背景简述,说明工厂是新厂还是老厂。
(b) Types and steel grades of pipes and
tubes in general production.一般生产的钢管的型号和钢种
(c) Maximum diameter and wall
thickness which can be manufactured
and for which approval is required.能够制造的最大外径和壁厚钢管,以及认可钢管的最大外径和壁厚。
(d) Estimated total annual production.评估总的年产量。
(e) Types and steel grades of pipes and
tubes for which approval is required.认可钢管的型号和钢种
免水冲厕所2.2 Works with steelmaking facilities炼钢工厂
2.2.1 Works with steelmaking facilities are to supply the following information:
(a) Details number and capacity of each
steelmaking unit.
(b) Where applicable, details of special
equipment such as vacuum
de-gassing.
(c) Details of raw materials used in
steelmaking and particularly the
source and composition of iron and
scrap used.
(d) Details of steelmaking and
deoxidation practices.
(e) Dimensions, masses and types of
ingots in use and brief details of
method of casting, i.e. top or bottom
poured.
(f) Brief details of furnaces used for
reheating ingots including dimensions,
type of fuel used and facilities for
temperature measurement and control.
(g) Description of rolling mills used for the
production of billets and strip. This is to
include the width and diameter of the
rolls.
(h) Where applicable, details of
continuous casting plant including
dimensions of billets which can be
produced.
2.3 Works without steelmaking facilities没有炼钢的工厂

(a) Usual sources for the supply of
billets and/or hot coiled strip. (These
sources must be steelmakers

(a) Facilities for the surface inspection of

(c) Brief details of the furnaces used for
reheating billets including dimensions,

equipment used for the manufacture of
seamless and/or welded pipes and

(f) Facilities available for mechanical
testing, chemical analysis and
metallographic examinations. This is to
include information regarding the name
of the manufacturer, type number or
description, and calibration status of all
machines used for tensile, impact and

(g) Facilities available for nondestructive
examinations. This is to
include a full description and calibration

(h) Details of the system used for the
identification of pipes and tubes at all
stages of manufacture including
facilities for checking composition

(l) Details of the inspection and quality

works. These are to include the name
and qualifications of the Quality
Manager and the number and
qualifications of staff employed on
inspection and quality control activities.
The lines of responsibility of the
Quality Manager and the Production
Manager are to be indicated,
preferably in the form of an
organization chart showing the senior
management positions to whom they

(m) The compositional limits, deoxidation
practice and heat treatment which the

3 Approval test programme认可试验大纲
3.1 Selection of material材料选择
3.1.1 Approval tests are to be carried out on at least four batches of pipes or tubes. These are
to be from different casts and be representative of the dimensions and steel grades for

elements, aluminium (either total or
acid soluble), other grain refining

4 Approval tests认可试验
4.1 Tests, test samples and specimens试验,试样和试棒
4.1.1 The dimensions of test samples and mechanical testing procedures are generally to be in accordance with Ch 2 of the Rules for Materials.试样尺寸和试验程序应符合材料规则第2篇。
4.1.2 The following tests and examinations are to be carried out on each batch of pipes or tubes submitted for approval tests:每个认可试验的钢管应执行下列试验和检验。

(a) Hydraulic test of each pipe or tube.每支钢管的水压试验。
(b) Careful visual examination of external
and bore surfaces.外部和内部钢管的外观检查。
(c) When facilities are available, eddy
current or ultrasonic examination of

(d) From each batch at least two tensile
tests and two flattening or bending
tests. After the flattening and bending
tests have complied with the specified
requirements, the tests are to be
continued until the sides touch or

(e) Two expanding or flanging tests are
required on each batch of welded
pipes or tubes and on all boiler and
superheater tubes. After the
expanding or flanging tests have
complied with the specified
requirements, the tests are to be

(f) Where the wall thickness is ε6 mm

specimens are also to be taken from
each batch. These are to be cut in the
longitudinal direction with the notch
perpendicular to the original surface of
the pipe. The tests are to be carried out
at 0°C except when the pipes are in a
grade of steel suitable for low
temperature service. In such cases the
test temperature should be in
accordance with the appropriate
requirements of Ch 6 of the Rules
for Materials. Both the energy absorbed
and the percentage crystallinity are

(h) In the case of welded tubes, a macro
section in way of the weld. Where the manufacturer performs
longitudinal welding using filler material
then details of welding procedure tests
are required to confirm mechanical
properties are satisfactory for the grade of
pipe material. This also applies where
the manufacturer proposes to perform
weld repairs.
(j) Representative photomicrographs at代表性的金相显微照片。
x100 magnification. For welded pipes
this is to include the weld zone.
4.1.3 In addition to selecting and witnessing the above tests, Surveyors are to carry out an inspection of the manufacturing facilities and report on the general condition of the equipment and orderliness of the works. During this inspection the opportunity is to be
taken to examine visually pipes and tubes at all stages of manufacture.
5 Validity of approval certificate
5.1 Duration
5.1.1 The initial approval certificate will have a validity of three years.
5.1.2 For the validity to be extended for a further three years the Surveyors should undertake a periodic inspection in accordance with Procedure 1-1.
