Tlie population agglomeration has significantly improved the scale economy in cities and regions, but at the same time it has led to such issues as noise, congestion, and pollution. Global challenges, such as climate change, resource exhaustion, and so on affect human beings residing in different regions in different ways, so we exactly need new solutions. In response to these challenges, countries in the world are trying to apply various planning methods. H ie Intanational Guidelines on Urban and Territorial Planning (hereinafter referred to as Guidelines) is designed to provide a useful reference framework for all (»untries and r^ions, which can be adopted according to local cx)nditions. In the comprehensive planning process, the 12 principles in the Guidelines aim to guide policymakers to formulate and revise policies, plans and designs.
