Default Values for the Quality Target Setting and RAB Combination
Capabilities for RAB Combinations
The quality target are set by parameters blerQualityTargetUl and
blerQualityTargetDl in uplink and downlink.
The RAB Combination and the defined default Value is also valid for the
corresponding combination when it is configured for:
Enhanced Layer 2: EL2, 64QAM, EUL 2ms TTI: 2ms TTI, AMR NB MM Multi-rate:
Multi-rate, MIMO, Multi-carrier: HSDPA-MC, DB-HSDPA-MC, SRB on HSDPA
and F-DPCH: fDpch, 64QAM+MIMO, CPC, HSDPA-MC+MIMO, IL2 as specified
in column Capabilities.
Capabilities listed in this table are only possible ones. For more information refer to
Section 6.1.

Note:
All UeRc instances that contain HS do not use any
blerQualityTargetDl, as the DL power is set by the HS scheduler. In
these cases, any value can be set.
For UeRc=50 which does not contain HS, the blerQualityTargetDl for
RB_PS_STREAMING has to be -13.
In general, blerQualityTargetDl is not the same as
blerQualityTargetUl if one of them is missing. For example, UeRc=18
has the blerQualityTargetDl= blerQualityTargetUl= -20.
