如何翻译“移民”文/徐江* 郑莉**《中国国际移民报告（2020）》显示，2019年中国已成为继印度和墨西哥之后的世界第三大移民输出国，移民人数超过1,000万。在2019年第三届全球人才流动和国际移民学术研讨会上，中国华侨华人研究所副所长张秀明在主旨演讲中指出，随着中国经济高速发展及对外开放不断深入，中国已开始成为具有吸引力的移民目的国。据统计，2000年以来，外国人入境中国人数年均增幅达10%左右。2018年，外国人入出境首次突破9500万人次。在我国输出和输入移民人数均出现大幅增长的背景下，“移民”一词在海内外媒体上出现的频率也相应增加。那么，“移民”到底该如何翻译呢？根据商务印书馆出版的《现代汉语词典》，“移民”有两种意思：①“居民由一地或一国迁移到另一地或另一国落户”；②“迁移到外地或外国去落户的人”。从这一定义可以看出，“移民”既可以指行为，也可以指人，所以翻译时首先应该弄清楚“移民”在具体的语境中到底指人还是指行为。如果指人，则有三个词可用，即immigrant、emigrant和migrant；指行为则有其对应的immigration、emigration和migration。（一）指人的“移民”翻译：站在移民输入国的视角，指称外国移入的移民，可以译为immigrant。站在移民输出国的视角，指称迁移到他国定居的移民，可以译为emigrant。例如：1. 世界上的国家受到移民流入和流出的影响。Countries throughout the world are affected by the influx of immigrants and

the outflow of emigrants.2. 近年来，中国海外移民人数中年轻人占比越来越大。Recent years have seen an increasingly larger proportion of young people in

migrant指临时或永久居住于另一个国家或地方的人，其所指范围最广，也是联合国移民署每年发布的《世界移民报告》中使用的唯一一个指称“国际移民（international migrants）”的英文词。所以指国内移民（如工程性、扶贫性、生态性和避灾性搬迁移民）、指为了一份工作而背井离乡去国外（如经济移民economic migrant），或国内其他地方的人（如打工者或者外来工migrant worker），再或泛指移民的时候均可使用这个词来翻译。例如：3. 三峡大坝工程涉及长江沿线超百万移民，是史无前例的壮举。The Three Gorges Dam project that involved more than one million migrants

along the Yangtze River is an unprecedented and magnificent move.4. 公司捐赠了300万元助力宜宾市10个移民村脱贫。The company has donated three million yuan to help 10 migrant villages of

Yibin City alleviate poverty.相应地，国内移民搬迁工程中经常提到的“待迁移民”，可以通过在migrant一词前添加前缀quasi-翻译为quasi-migrant。例如：5. 研究小组评估了库区待迁移民的心理健康与心理压力的相关性。The research team assessed the correlation between mental health and

psychological stress among quasi-migrants in the reservoir area.此外，由于移民入境方式存在合法与不合法之分，移民也分合法移民和非法移民。“合法移民”可以翻译为legal immigrant、legal emigrant以及legal migrant。“非法移民”传统上一般都对应翻译为illegal immigrant、illegal

emigrant以及illegal migrant，从知网检索来看，国内多数学术文章在标题和摘要中仍然在沿用这样的翻译。但这种英文翻译已经越来越不合时宜。人权倡导者认为，illegal一词只能用来描述行为，但不能用来修饰人；且所谓的非法移民只是没有获得目的地国的许可或者文件手续不全进入该国，其行为并不构成犯罪。因此，使用illegal一词指称移民是对这一体典型的歧视和冒犯。联合国大会是最早提出并呼吁停止使用illegal指称移民的机构，随后是欧洲议会。美国在这方面动作要迟缓一些。美国的行动起源于2010年发起的“Drop the I-Word”运动，在其影响和一些知名人士的游说下，2013年美联社、《纽约时报》《洛杉矶时报》等主流媒体先后宣布放弃使用illegal immigrants一词，美国国会图书馆也在2016年宣布将从主题标目系统中删除illegal aliens,新增noncitizens和unauthorized

immigration来指称“非法移民”。英语世界 2022·12

92 词林漫步因此，在翻译“非法移民”时，我们可以遵循联合国移民署、欧洲议会、美国媒体、英语学术期刊等的建议和做法，将其翻译为“undocumented

immigrant/migrant（无证移民）”“unauthorized immigrant/migrant（未获准移民）”或者“irregular immigrant/migrant（非正常移民）”。同样，“合法移民”也可以翻译为“documented immigrant/migrant”“authorized immigrant/migrant”或者“regular immigrant/migrant”。例如：6. 在瑞士，传统上合法和非法移民都享有无保险紧急医疗服务。In Switzerland, documented and undocumented immigrants have traditionally

enjoyed the right to emergency health care without insurance.7. 本研究考察了年轻的成年人如何看待合法和非法移民以及难民。The current study examines how young adults view authorized and

unauthorized immigrants and refugees.8. 在意大利，合法移民比非法移民约多赚8%。In Italy, legal immigrants earn about 8% more than irregular immigrants.同时，“非法移民”中的“非法”还可以使用短语“in irregular situation”或者“with irregular status”来表达，翻译为“migrants/immigrants/emigrants in

irregular situation”或者“migrants/immigrants/emigrants with irregular status”。例如：9. 非法移民特别容易受到歧视、剥削和虐待。Migrants in irregular situation

(或

Migrants with irregular status) are particularly

vulnerable to discrimination, exploitation and abuse.此外，还有一类非法移民，即偷渡客，英文可以是stowaway或者clandestine immigrant/emigrant/migrant。例如：10. 多数偷渡客都被发现是乘商用飞机从发展中国家抵达发达国家的。The majority of stowaways (或clandestine immigrants)

have been found aboard

commercial airliners arriving from developing to developed countries.（二）指行为的“移民”翻译：站在移民输入国的视角，指由他国移入，可译为immigration；站在移民输出国的视角，指由本国移出，可译为emigration。同样，凡是指migrant的迁移行为的，则可译为migration。例如：11. 德国作为一个移民国家，外国人口所占比例与美国差不多。Germany, an immigration country, has about the same proportion of foreigners

the choice between the documented and undocumented migration options.15. 非法移民对来源国、中转国、目的地国以及移民自身构成诸多挑战。Irregular migration poses multiple challenges to countries of origin, transit

青年”等也可以翻译为“undocumented/unauthorized student”“

undocumented/unauthorized youth”。不过需要注意的是，使用irregular翻译 “非法移民”时要翻出“移民”， 即翻译为irregular immigrant/migrant。例如：16. 非法移民学生由于其法律身份问题在获得高等教育方面面临重大障碍。Undocumented
